Heather Olivier

Heather joined the Board of Disability Rights Oregon in 2025. An experienced educator and advocate with a deep understanding of special education, she has worked closely with children and youth with disabilities and their families for over a decade.

As Deputy Director of FACT Oregon, Heather leads initiatives to empower families in the special education process, ensuring they can advocate effectively for their children. She manages operations, strategic initiatives, program development, training, and community partnerships.

A former middle and high school teacher, Heather has a strong background in the Individuals with Disabilities Education Act (IDEA) and special education. She draws on her teaching experience and her own role as a parent advocating for her child to support other parents in understanding and advocating for their children. Her efforts include creating family-centered training and workshops.

Heather's current projects focus on enhancing collaboration between families and school districts to improve educational outcomes. Outside of her professional role, Heather enjoys spending time with her husband and two children.
